Additional Information:The PayPal account is always asking to verify again. It’s flagged and limited very bad. I can only receive tiny payments like $1 or $2. Anything bigger gets blocked or sent back. So I can’t really use it at all.
I told the seller many times to fix it or re-verify the account. He keeps saying it’s because of my proxy. But I use clean proxies and they work fine with other accounts so that’s not the problem.
He keeps delaying. Now he’s ignoring my messages for more than 24 hours. I waited long enough already.
What I want:
Either:

1. Seller fixes the PayPal right now make it work normal, no more flags, no more verify every time, so I can receive real money OR
   
2. Give me full refund of $200 back to my payment method.
   

I have screenshots:

• PayPal showing verify pop ups and limits
  
• Small payments go through, big ones don’t
  
• Messages with seller where he blames proxy and ignores me
  
• Proof I paid him
  

Please help me get this fixed or my money back. Thank you.

 Yes, I agreed to pay the extra $70 for address re-verification after you mentioned it that's not the problem.
The real issue is different:

• The account was already flagged/limited from the very first login before I did anything with it.
  
• The first verification attempt (the one needed to lift basic limits) failed right away.
  
• Because that initial verification never succeeded, the account is stuck in a permanent restricted state constant re-verify prompts, only $1–$2 test payments work, larger receives are blocked/reversed.
  
• This happened without me ever using the account for real transactions. No sends, no big receives, no charges nothing. The flags/limits were already there when I got access.
  

You sold it as a "USA PayPal that's ID Verified" (or similar in your listing). That means it should have been already verified and usable for normal receiving not a pre flagged account where even the first verification step fails immediately.
Your "login guarantee only" doesn't cover selling a broken/flagged account that can't be made functional even with your help. Especially when:

• You never warned it was pre limited or that the initial verification was already failed/broken.
  
• The problem isn't proxy/device/usage it's the account's status from the start.
  
• Even if I pay the $150 now, if the base verification is permanently failed it often can't be fixed and that's on the condition you delivered.
  

Proof I have showed :

• Screenshots of the very first login showing immediate re-verification/limitation notices.
  
• PayPal messages showing failed/pending verification attempts from day 1.
  
• Transaction logs: only tiny $1–$2 tests go through (no real usage by me you have sent these "test" payments with your ALT PayPal).
  
• Full chat history: my reports from the beginning, your proxy blame, delays, ignores.
  
• Your original ad post promising verified working account.
  
• Payment proof to you.
  

This is simple you delivered a defective product i gave many chances to fix it properly. You refused to resolve it beyond blaming things that aren't the cause.
So fair options now:

1. You fix it completely (make the initial verification succeed, remove flags/limits so normal payments work) including any re-verification charge if truly needed but no excuses. OR
   
2. Full refund of $200 immediately to my crypto address.
   

I waited long enough and tried to resolve privately. If not fixed/refunded soon within 24–48h, I'll ask @Alex or @Eminem to decide this dispute with all the evidence provided this is a clear case of not delivering as advertised.

Here are the real points that show 100% this is on you:

1. The account was already fucked up from the very first second I logged in Constant "verify again" popups + only $1–$2 can come in. Bigger money gets blocked or sent back. This happened before I even touched it for real.
   
2. Yeah you say it's "verified" but in settings i get re-verification you have the screenshots already i told you also "verified" means nothing when it's already limited as hell Lots of PayPal accounts show "verified" but are secretly flagged from old shit and can't receive normal money. That's exactly what's happening here and it was already like that when you gave it to me.
   
3. I didn't cause any flags zero real transactions from me The only money that came in was the tiny $1–$2 tests you sent from your other account. So don't say "PayPal flags after suspicious payments" no suspicious payments happened except your own tests. Unless you scam with your other paypal.
   
4. You sold it as "USA PayPal ID/Address Verified" In your thread you made it sound like a normal working verified account not just "login to a broken thing". Writing "login only" later doesn't cancel how you advertised it.
