Contact them... This is just a waste of time on your end if you don't contact them to report the account was closed without your approval. The email literally tells you what to do. If you don't do it of course they won't act. If you report to them that your account was deleted without your approval they will help you with the recovery. You can call them and explain your account was hacked and the hacker made a payment and also closed your account. As simple as that.

you dont need to give your paypal account to ANYONE.
Click on the URL from the email and follow the instructions to contact paypal.

The chance that paypal will return your account (and money) decreases every hour you do not take action yourself.... contact paypal and explain them your issue.
