PIP has developed a website for me. It had a slight delay due to his irl issues. In the end I got a website + more features which  I didnt ask for. If PIP has received not payment upfront ( which is sincere from his side) then I dont get why OP is creating a fuss. I paid a bit up front and I still did not mind the delay.
