To confirm, you are using a static residential proxy for login, not one of their rotating residential plans.?
DigiProxy seems to give low fraud score static proxies on request.

Paypal faces a lot of fraud so their protection is high. sometimes people just use static proxies as a way to bypass tracking and don't need low fraud score.
so you may need to specifically ask them for a 0 fraud score.
If you did login with a retail VPN you cant be surprised if you burned the account or locked it.

Also kind of sounds like he's just reselling some random LQ accounts.
Doesn't seem like he's delivering with cookies, most sellers should be packaging essentially the whole browser, this sort of miscommunication shouldn't really be happening on the sellers part.
So this account was just going to be burned down the road regardless if you couldn't communicate the usage of a residential static proxy, for a paypal account of all things

Just got this product from someone else on site, he supplied me with proxy and guided me through it all within 24 hours and now I have a working account. There was no resetting involved, invalid passwords, proxy issues, etc.

I now just want a refund from you. Replacement is no longer needed.
