Amount or Item(s) Scammed: 50$ for a Spanish police template

Additional Information: Tried to sell him a Spanish template for a police report, sent him all the PSD pages.
He said he will pay later, then he said he's paying rn, but he did nothing.
I know he's not scamming, just doing this to push his ass.
