Amount or Item(s) Scammed: A VYPR account (2 Eur)

Additional Information: Bought an account from the user (Vypr VPN), and had to create a ticket because the account delivered was locked https://imgur.com/a/GssXdn3 , after 2 days i haven't gotten a working account so for the lack of an update in the last 24hours ,I would like a refund , paid the order with PP so the refund shouldn't be an issue
