Additional Information: I paid 100$ for 1k steam valid mail logs. He said he has the Accounts ready in 1h.
Fast forward i waited 5 days to receive 191 steam hits which were fully raped and not a single acc hat an steam acc attached to it 
When asked for a refund he declined

Accounts were given to the user and checked, but he did not like the accounts given to the person. He was given more than he deserved.
And I wanted to give it more, he got what he wanted and wants a refund, I didn't give a guarantee, like non raped. which is not possible anyway.
The person's goal is to get a refund after he gets what he wants and he has made it a habit.

I sold 1k mail access to the person and searched for 200x keywords in it. Normally I do not need to provide such a service, but I still searched Steam and sent those hits to the person.
