@Tonic_ has refunded the user. The TXID that was provided to me was https://www.blockchain.com/btc/tx/5c9e78...975d24b06e. As you can see the refund was made and the address is the same. However, if you feel like you never got the refund or any other issues. Feel free to reach out and make new scam report. Solved/closed.
