u typed each command that are mentioned in quickstart ?

run command one by one

that part im confusing. 

after cd <folder> then im stuck nowhere in cmd inside the folder without know what the next command.

just go to folder where u downloaded. in url bar type cmd and enter.

cmd will be open in that folder. no need to use cd.. then

like this. type cmd in that url box and hit enter

i think u need to type those commands in git bash ui. right click on folder where u download files. u will get option of git bash click on it and open it

or search git cmd in search option in windows
