How do the raised pinned topics in the account trading section work?

Hi friends, I'm new to this forum, I want to start selling accounts on this forum, but I can't figure out how raising pinned topics in the trading section works. I can't figure out how they are raised if I bought a mount, it's like all the topics there are in a static position. After buying an anchor my topic will be the last in the section important right? And I will not be able to raise it higher ?

Specify trading section? Do you mean the Marketplace?
