If your packages get delivered to a service point, or to you and requires signature, then try looking for an abandoned house/house for sale or even a summer house that is empty during winter.
This way you can buy cheap items from companies to these addresses. This works pretty good for countries that the default delivery is straight to an service point, where you need to sign for it on pick up.

If you would try this, always check the company you purchase with if they offer home delivery as shipping - Chose this option. If the packages require a signature, just leave a note on the front door with a text in your language saying "If no one answers the door, you have my full permission to leave the package just outside the door, I will be home very shortly to collect it" or something similar to that.

Again, try this with cheap items first to not lose money if it fails. If neither of this works, then try to use a reship service.
