Cops don’t care enough to track it down. Worst that happens is it’s icloud locked and you can bypass (setup.app) it depending on which phone it is.

No internet = No track.
No sim = No internet

They can and probably will report the serials so IMEI checkers will show as stolen. no resell value :(
