Best Method to lock/ban users?

Hi, I'm coding a Tool in C# rn, And I wanted to make a Ban system, But I have heared that HWID can be changed easily so what can I use instead?

You can grab HWID and more system information like PC Name, active username, and then hash the result, and you will get a unique string.
Everything can be spoofed pretty easy

One Question: What is the best way to store data/variables? I've tried files but that is to easy to edit. I also tried the Registry, so I added a Variable and added a Value, bu isn't this as easy to edit like the files?

You can store it in a file located in unknown location for example temp and call it something like TFR1D30.tmp and encrypt the data you store
or you can just save it (always encrypted) in to the environment
