Ask scammers to pay interest after returning

I would like to know others opinions(who weren't banned even once for scamming someone)

Good idea, although it also might cause some scammers not to come back and pay back because the high interest rate, and not pay anything back at all.

scammers who come back already have a plan to scam again for thousands of bucks or already made thousands of bucks with the scammed money so they shouldn't have any problem paying interest too

True, once a scammer always a scammer.
