Amount or Item(s) Scammed: $80 for one DHL panel

Additional Information: Paid for a DHL panel account for $80 back on December 11th. User said they would send on multiple occasions. Asked for a refund on the 13th after the user said they could no longer deliver. They have proceeded to make up excuse after excuse and only got serious about refunding once I said I would be opening a scam report. He claims to not have money yet I have seen him posting on this forum about buying methods/guides from other users.
