Amount or Item(s) Scammed: Paid $160 for KYC verified USA Bet365 account

Additional Information: Seller provided an unverified account, much later than he promised. Took over 24 hours after payment and then provided an account which did not have completed verification.
The seller originally priced the account at $60, I paid $60 in LTC, then increased the price further, I then agreed to pay him $160 total (additional $100 in BTC) to get one US Bet365 account with full verification completed. I paid $100 btc for a total of $160. He has been stalling for more than 24 hours, blaming his brother, then blaming a reseller, then complaining about someone hacking his crypto wallet and transferring out all his money. Now he is telling me to wait until the morning and then he will send a refund, I've had enough.
At one point he says he would refund me double ($320) if he doesn't deliver the account within two hours, which he failed to do.
I have the full telegram archive file which I can send to cracked staff upon request. He is obviously stalling and can't deliver the product and doesn't want to send the money back. I also noticed a different user had a similar experience with this seller and posted a scam report where he followed the same pattern. stall on delivery, fail to deliver, stall on refund.
