Additional Information:I purchased a BBVA account that had been recovered by the owner. Afterwards, I requested a Qonto account and sent additional money, but I was unable to log in. The owner replaced the account, but that one also didn't work. I asked him for a replacement again, and he offered 4 Paysera account with a €4,000 limit for $1,000, which I refused. I then tried to get accounts with SumUp and Airwallex, but he didn't deliver. He also told me he lost €100,000 gambling. I gave him more time , but he ghost me.
i know he is not a scammer but i need a solution or refund

I shared few screens with the administrator. I provided the guy with 3 account. The first account wasn't okay i can confirm that. But the rest 2 account was totally fine and he reported the issue only after 24h passed which makes it really impossible to get him replacement. Because our suppliers only have 24h warranty from the delivery date as my tos description. 
although I provided him with a third account which he report there is connection issue only after 2 /3 days.
as a good of gesture and good business I am willing to give a fourth replacement even tho first replacement cost me 250$ and second & third with companies and people cost 650each$.
