I don't see why I should refund; I did nothing wrong. He claims that he followed the terms and conditions sent to him before he was given an account. It said to add a card/bank as soon as he logged in to the account. He then said he couldn't get one, and I offered that I would get him one. I couldn't even get him one yet, and he already messaged me saying "got someone to send me $20; didn't work."

The Terms of Services state the following:

You didn't wait for me to get you a card to link. You didn't even wait 1-2 days before accepting payments; now tell me how exactly did you follow the term of services??

The customer was familiarized with the terms of services before he was given the product. He could have easily just said, "I am not going to take the risk then, please send the money back," which he did not. So with all the respect, you do not have the right to force us to refund him the money after he agreed with our terms and services.

Even after he broke our terms of service, we offered a replacement because we did not want to cause any trouble.

This message was not supposed to be harassment of any kind, and we meant it in the best way possible.
