Remove the ability for plebs to advertise in marketplace shoutbox

It should have requirements to use the marketplace, similar to the shoutbox (20 Posts). Adding reputation or shouts as a requirement could be a decent option to decrease the number of people promoting their services / products and increasing activity in the forum.
