I almost made the mistake of proposing myself. But if she is toxic and not willing to get out of it, then dont propose. But if you see potential in her and think you can hang on till she does get better and truly do love her, then hang on to the Relationship :)

I agree with @CryptedBox.  It sounds like she has issues that need to be resolved before going all in.  Also, if he beats his kids and women...her dad needs to get his ass kicked so bad it lands him in the hospital.  He needs the fear of god put into him.  Until somebody does it, the guy isn't going to stop.

Bold of you to assume people on this forum have experience with girls at all and that they will give you proper advice.
However if you really love her and she loves you back, you see a bright future with her and she makes you happy.
You should go for it, propose her. But remember that you and only you will make her happy, which can develop into a toxic relationship afterwards.
However if you don't feel that way, you can report her father to (not sure what's the name on English) and they will take care of it.
Helping with money is not such a bad idea, take care <3
