Im not saying there all public, im saying if you lock it up to one s-mod there is a 99% chance it wont even get accepted anyway they will just take the good stuff

That "New Staff " can easly get what's good on those logs and let them be published

You also need to consider that adding a check from another IP address will make activity on accounts more suspicious.  A lot of services have monitoring in place where if there are X number of logins from different IP addresses in the last hour, 12 hours, 24 hours, etc then they automatically freeze the account or force 2FA / email verification due to the likelihood of it being compromised.  Some sites have extremely low thresholds - where this would completely fuck some accounts before anybody has even had the chance to use them.
