Sorry, not sure if your friend is still having a problem.

You can have him F12 the page and refresh, then see if any errors are showing up in the console.  At the minimum, you should be able to find out more info as to what's going on in dev tools.

As others have mentioned, it sounds like an ad-block or anti-tracking behavior, which might be getting blocked by his DNS if he has filters in set up.  Maybe try (temporarily) setting DNS to 8.8.8.8 and 1.1.1.1, flush dns cache, and retry?
