I called the bank and reflected to them as you said. They said they will investigate and open a dispute about this ( I didn't force a dispute but they said there was no other way ), in 30 days if Costco doesn't respond I will get a refund they also provided me with the email and id of this dispute for me to provide with testify to them.

Basically @wsupreme failed this refund and I still have to deal with it myself.
