Avoiding them is quite simple. You can prevent the process of earning credits in newly opened leech accounts. You can enable users who are above the Contribitor or infinity rank to earn credits. If people open multiple accounts and try to send credits to their main account, you will prevent this.

To earn credits by simply posting does not sound good to me.
Earn them by posting quality content sure, like get a certain amounts of credits after your posts reaches 10 or more likes.
Or trough other ways, like getting your forum suggestion approved, providing giveaways, getting lots of vouches and so on.

Of course you are right. My suggestion is ways to earn just by commenting and welcoming new users. If the proposal is accepted, the developers will probably want to watch more carefully and earn credit in a number of ways.

Giving a welcome message to users who introduce themselves in the (example) Introduction section and welcoming new users better will make new users happier and keep them here longer. In addition, these users will stop being leeches and start supporting the forum. (these processes are quite long)
I think it would be better if existing users were given the opportunity to earn credits every time they comment on a thread or post a new thread. Thus, credits can be earned not only with money, but also in normal ways.

there is already a system in place to earn credits for threads/posts but as it stands right now the budget has disabled it.... it just needs re-enabling its hardly gonna break the bank.

I hope it will be soon. Although administrators or investors may think that "it may affect credit sales badly", I think on the contrary, credit sales will be much higher.

imo its a bad idea as the credit market is already diluted when it gets to sales so no point diluting it any further
