Can I boot into safe mode and hit f4 or something to get in to CMD on the logon screen?

You will spam hit F8 during bootup. As long as you are able to get into safe mode and pull up a admin CMD there you'll be able to fix it. If its super mad you might need to rebuild the EFI partition but thats easy with the shadowprotect ISO I mentioned.

Idk if DISM would work but I can probably get out of safe mode, if I can get to the system that would really help cus I don't have another system to make an ISO on

have you tried rubbing butter on the mainframe? might help. also try using the C:\D\ this dik method
