You need installing a framework also turn off the anti-virus (windows defender)

Don't know what to tell you OP. Here are some steps you can try:
1. Update your RDP Windows, make sure all updates are done (this will make sure all .NET frameworks are installed correctly) 2. Install this C++ Runtime: https://aka.ms/vs/16/release/vc_redist.x64.exe 3. Make sure your Windows time is updated 4. Turn off Windows firewall completely and depending on your Windows use GPedit to disable Windows defender. 5. Get better proxies 6.
