If you don’t want the service anymore, I’ll refund you in dollars, not in LTC. That’s not how the system works. You paid the dollar value at the time—just because Litecoin's price shot up now, doesn’t mean you get the same 0.30 back.

There was no scam involved. What matters is the amount in USD, not the value in LTC. The service was used for one month, so the seller charged the monthly fee and refunded the remaining balance. Any change in LTC’s market price is beyond the seller’s control. Solved. Closed.
