Additional Information: This user was holding my Paypal payment . All was good and clean; one day, his Paypal got a full day of payment on hold and limited, so he contacted Paypal, and they fixed his account. The deal was to get my money when they realized it; I contacted him today to send me the ss of the balance, so he sent an edited balanced picture. I noticed that he made a balance of 9.24 euros, and under it, 25 euros balance = 27$. Lmao, he sent me an old balance screenshot and later deleted it: https://ibb.co/TBRSLcv.
So when I told him that I would open a scam report and make all my clients refund, he wanted peace  and told me to wait till January when all money realize so he could get them and run   
I just made my clients open cases against him

First of all, let me provide some context.
I was this guy's holder all right.

I told the guy not to send me money that day, as my paypal was limited, 3-4 hours later he sent me the money.

The money is currently on hold until the 7th of January.
this guy wants me to give him the money out of my pocket he says he doesn't want to wait.

Now my paypal is negative I have seen that this user has already had the same problem with other users.
This user has refunded all transactions here is a proof of that.

Also, I told my clients to refund their payments cause I am sure that he scammed me by asking them to send you the balance screen record with refreshing 
he cants cause my money is still there, but I swear that he won't have any $ last

As we see here, transactions of like 30 $; I want a screen record of the balance with refreshing 
cause he edits it and sends me every time. It sucks how those types of people are alive 
also; he has nothing to prove the cause it is obvious that he will take the money and run 
I will gain nothing if he gets money and runs with them. He can make a new Paypal and have a new cracked profile 
instead; I prefer to limit his Paypal, refund my clients and make his loss his cracked profile it fair
