Community Funds -- Victims of Scamming

So this might be a little long and might be a long shot, but I think it would be cool

We should have Community Funds set aside for victims of scams --

The way this should work is as follows:

User 1 scams User 2

User 1 gets banned, while User 2 does not get his funds back.

RANDOM User 3 that was previously banned for scamming, wants to pay for an un-ban and has to pay  the amount he scammed back.

Previous to this, User 2 (victim of scam), gets banned as well for misc. reasons.

RANDOM User 3 gets unbanned and re-payed his debt. This debt can no longer go back to User 2, so it is sent to Community Funds.

Community Funds would be used to users that get scammed, scammer gets banned, and user does not receive money back.

Monthly, or Bi-monthly, we hold roulette rolls for victims of scammers, and whoever gets rolled on, gets their scammed money paid back to them by Community Fund

Good idea but it's not ideally fair: Scams should not happen, and the scammed people should take it as a lesson to be more cautious when trading.

True, but it could be good to allow scammers to re-pay their debts and their debts can go to other scammed users (if the original victim was banned as well)

This ensures that sooner or later, if you were scammed for $X, you have a possibility of getting your money back, regardless if your original scammer never was allowed back on forums, hence, it makes scams in general less impactful.

Scams will ALWAYS happen, with this suggestion, it will be less impactful towards the victim and might even retain users that leave the forums after being scammed once

Not a good idea, it will create more scam reports and it will get people making fake scam reports.

I dont understand how it will create more scam reports? And if reports are fake, dont you need proof of someone scamming?
