Additional Information: I hired him to build the frontend for a webapp. The whole project kept getting delayed and he kept pushing for more money, which unfortunately worked. Now that he is supposed to be working, he has disappeared for two weeks, giving me a new excuse every day, and for the past few days he has been completely ignoring me.

To add a bit more context: I hired him about 3.5 months ago to build the frontend for a case opening webapp. We agreed on 5,000 dollars total: half upfront and the other half once everything was finished. Because our designer caused delays, the project got pushed back by around two months. During that time he kept asking for additional money due to personal issues, and I ended up giving him another 1,000 dollars.
Once he was finally supposed to start, he began working with our backend developer. After two weeks that backend dev was gone because the quality and speed just were not there. Meanwhile, Keksus / Effy managed to deliver a homepage, a settings page, and a data view in about two weeks. Then this guy suddenly offered to build the entire backend for 3,000 dollars in three to four days. We settled on 1,500 upfront and the other 1,500 after completion.
He did not do anything for the first two weeks. Only once we hired a new backend dev he suddenly asked for another 1,000 to restart the UI from scratch because some things had changed and his previous work had very little progress. I paid him, and ever since then, for roughly two to two and a half weeks, he has been giving me constant excuses about his family, his cat, or supposed car accidents. Every day he promises updates, claiming he needs to collect files from another laptop, and then disappears again.
Since the extra 1,000 for the UI restart, the only thing he delivered was a buggy interface that was clearly made mostly with AI and had no real functionality. And for the past few days he has completely ignored me, only replying occasionally with “tomorrow.”
*I also recorded every remaining chat I have with him, since he has auto-delete enabled on his side.

I’m not expecting a full refund of the 5.5k, since you did contribute a bit with project management. But considering the overall lack of delivered work compared to what was agreed on, I do expect the majority of the money to be refunded
