can users add negative reputation without any reasonable cause for personal issues and / or trolling?

i recently got a neg rep from @XRP, he came to my tg after i posted my recent ad in marketplace asking how do i dump combos, i initially told him that i cant help him if he isnt intered in buying anything, he called me a retard and i blocked him, then i saw that he gave me a neg rep here titling “scammer beware” is that something that is allowed here?

Ask to be removed in "Forum Support" and section "Staff Support" it's Not allowed but it happens many Times....
