Just because you bought an premium upgrade before doesn't remove your limit forever. The limit is removed for the one month period.

It is intended to stop leechers from leeching and it works effectively. @Leechometer sweeps around every 5 days, so with that limit a leecher can use their account for only five days. 
It's not stupid just because you think so. If you don't want the limit, upgrade to Infinity or Supreme. The maintenance of hosting and everything takes capital and the upgrades help in that.

The limit is throughout the forum, irrespective of any particular section so it doesn't matter where you post.
