bottom line (opinion)

if a service/ebook/product

has a fake vouch on it. and it doesn't works as descibed by the +voucher.

and then that voucher, should be held responsible: like 20-40%.

coz it doesn't meant. that u get to keep a free copy of it.

but it means, people will spend their income $$ on it,

because of that +vouch of yours.

It's not a solution at all. We can realistically say that 80% of people that receive vouch copies for money-making e-books aren't spending enough time on the methods or they aren't even trying at all.
The problem is we don't know who these people are, so you can't just say "if the voucher lies then punish them", because people will come up with every possible excuse not to get a warning or a ban.
Perhaps, they will tell you the method worked for them and therefore they shouldn't be held responsible, or they will claim the method got patched later, or they twisted it to make it "more private".

The money-making e-books marketplace is shady, it's all about lies and deception, most of sellers probably haven't even ever used the methods they're selling.

the reason, point was of the thread. that voucher, should just like take some resposibility.

meaning. vouch should be (like as per its defnition it is) resposibility. it should be clear.

--but i'm afraid. that can't be crystal.
