Not an endorsement, but I've seen OkeyProxy advertised here and couple other places (likely won't get banned for TOS). They have static resi proxies in Texas for $8/mo, unlimited bandwidth. Not sure of any others.
Would be nice if somebody wrote a thread with a summary of current proxy sites, types of proxies offered, prices, etc. Subtle hint for somebody in need of likes and +rep...
