ok so i was trying so hard with random vpns i used windscribe and so like i went incognito mode and made sure link is netflix.com/tr-en (had vpn connected) and i went to create an account and it gave error so i disconnected vpn and made account with password then after the plans page i reconnected vpn (idk if i did it on the password page or the plan page i forgot LOL) and it turned to TRY plans and i just paid with my turkish card and it worked

just throwing it out there if u find it useful
