Make all warnings automatically go to 0 after a user have been banned due to accumulation of warnings (perma or temp) so they will actually have a meaning.
One month expiry is not gonna do anything, you need 5x20% warnings to get someone temp-banned (3 days or 1 week) and most people won't repeat the same mistake 5 time in a month but they will abuse it again after the past warnings expire.
Make the warnings expire after a punishment in form of a ban was issued, if not keep the warnings there until the user is breaking the rules again and fill it to 100%.

Mods can see past warning points and if they see the user has repeated the same violation, they can temp ban them, however, it is discretion based, usually an important member or those with serious contributions to forum will get a pass (if mod determines it was a genuine mistake). If warning points don't expire, the user will get banned within 3 violations as the default value for most warnings is 4 points.
 
Your suggestion doesnt allow human discretion to be used, we value our important members and do not want the system to ban them over small mistakes.
