i need some help to make a checker with c#

actually i am new here and i learned how to make a checker with c# 
i see this

but unfortunately it didn't work for me  when i start the app i got this error message
'The remote server returned an error: (503) Server Unavailable. 
so can anyone help me please to build that checker with c#
