i learnt java and c++ but cant actually code a real program with them. am i LQ?

No, Coding a program is actually very different from learning the languages of coding.
I'm no coder myself but i do know that coding a program requires you to actually try coding one
Ex : You have a project in mind, You start coding from scratch as you know the essential things, You face several problems in your way and then you google the problems.
that way you'll learn from the answer that you got from google and it will be easier next time you start a different project.

To answer your question: "Am I LQ". Yes, in terms of actual software engineering, you are.

Every Computer Science student can code on a basic level, follow accepted conventions, and resolve individual tasks.

Making them all work together into a program is much more difficult.

Making them all work on a professional level at a company, where you have countless systems and technologies that communicate with each other is infinitely more complicated.

You will never learn to "code" properly until you start working this professionally.

Also, I highly doubt you "learnt" Java and C++ if you are unable to write anything meaningful. Knowing the grammar of the language and the basic structures does not mean you know how to use it.
