I had this friend of mine (italian) who sells prebuilt PCs for extremely cheap. 400€ for 16GB of ram, nvidia gtx 1050ti, intel i5, i mean this seems a great deal. As far as im concerned he used to go far away like Austria or Australia, buy cheap parts as bulk and make PCs out of them. This probably won't help you but I can give you his instagram and ask him. I mean, if nobody answer this would be better than nothing anyways

Why would anyone sell cheap to you when they can sell expensive locally/ebay? Just use a refunding service.
