Where's this number phone from? I'm confused about it

Hellooo, I'm trying to recover an account but it shows this phone number as recovering " 08*-****-**96 number phone " that's on yahoo, could someone please tell me where it is from? Like the code area, or any number phone similar as that

You can't tell where that code is from, unless you have a country code which starts with the symbol (+) followed by the country code, (United kingdom = +44) for example it could also be in the following format (00) where the two zeroes replace the + sign
