What is the best service for renting or setting up a own written website?

Hello guys.
So I am new to the programmer-scene and I wanna start a little website. Its just some php with css (and html lol).
Currently for developing and writing the websites I use xampp. I'll need a database system. And it should not cost too much.

Any suggestions?
