[WTH] A networker that can make me my own dc pool

Looking for a web developer/networker who is able to:
- Setup a Datacenter proxy pool in a few locations
- Make web panel as well as an API
- Make sure that each customer is able to choose between daily, weekly, and monthly subscriptions
- Able to make the proxies rotate on each request or let users choose an interval that they would like the proxies to rotate upon ( Backconnect rotating proxies)
- Make the proxies IP Auth ( Users need to bind their IP to the proxies to use them ) or USER: PASS

I will provide: IPv4 subnets and a dedicated server will be provided for setting up the proxy server, a domain and web hosting will also be provided.
