Good luck!  I am very impressed with people that do hard things and I can't imagine anything harder than moving to  a place where you don't know the language or culture or have any support.  
Obviously many people have done it and it seems like it is worth it long term but is really challenging!

I wouldn't go to either. Germany just past the 'enabling act'. It's a police state. England is too expensive. I don't know what the situation in Serbia is like today so... you do what's best for you.
