Most of the time people get confused to why their thread got deleted or something, not knowing they've broken TOS.
I think a TOS button for each section would be a good idea.

It will be like this, it will be more like Read Before You Post (it's to the left of the latest thread button)

Well, then I would recommend changing the way u access tos, make it a button near the make a thread button, so everyone can see it. Cz ama be honest most people don' t even know where tos is.

Pinned thread is more effective, I wouldnt spot that button
