Maybe on the buyers side, but paypal is pretty shit most of the time. Hard to say where it the error is coming from since there are no error codes or support for it.

Hello There, the reason the buyer is getting this error is due to his account is under going whats called a "security check" calling or messaging PayPal support about they won't give you a reason why they are running a "security check" it's just random since his activity from his last transaction was either these below:
- New Account.
- Activity since last transaction.
- Amount higher than last transaction.

The best solution to resolve this error is the buyer needs to wait a 48 hours without doing any changes, updates, etc on his PayPal account then the transaction will go through without issues.
