People often post mega accounts with their file details. The contributor do not check the content of each account. 

As users, if you come across something that is objectionable and shouldn't exist, please DELETE THEM without any hesitation. 
Please do not hold the people who post the accounts, responsible for the contents of an account.

I don't think the account owner is going to complain if such content gets deleted. He/She will land in trouble if they complain.

It's a feature called postbit background and afaik I don't think users without upgrades can apply that.

As for the gif, I made it myself using a video cutter and converter.
