How Can I Bypass Automatic eBay Payment?

Depends on your creation method of the seller account, sometimes ebay won't ask for a automatic payment method when you list your items.
There is no bypass for automatic payment method as shown in your screenshot. You need to use a paypal account with VCC, a bank account or a CC/DC to attach on ebay. 
Buy a VCC and link it to your paypal. Problem solved :)
