Apple is a little bit confusing for beginners, however this should clear up all the issues you are having. The most common mistake people make is when they do a different method meant for a different country as Apple is country dependent.

The majority of refunders are currently doing empty box in EU countries, however Apple has recently released a patch meaning you have to have a police report with empty box, so that is the first option if you don’t want to do a PR do the following:
1) Once unit is delivered contact support by phone call.
2) You are going to be saying something on the lines of: “My items are not turning on, there is no damage they just wont turn on, I have tried leaving them plugged in now for about an hour”
3) They will go through troubleshooting, just say it’s not working to everything and act like you are doing it.
4) They will ask you to return the device, now go Karen mode don’t back down till they offer you a replacement before returning, something on the lines of: “You are a billion dollar company and you cannot even replacement my broken phones for my sons birthday you are so disgusting” , they will eventually give in, you can then take your phone to an Apple store for a refund.
USA:
1) Once unit is delivered, start a return.
2) FTIDv3 the label.
3) Phone them up a few days after it has been returned asking for an update, they will escalate the request and refund you.
