So theoretically I could create a steam account where games are cheap such as Argentina and gift them to my main?

That doesn´t work at all mate. The account with Argentinian region cannot gift games to accounts with other regions like EU or USA because of the prices, if you want to do this you need to have both accounts on the same region and send games/balance from one account to the other.
