Amount or Item(s) Scammed: Coinbase LVL 3, $30

Additional Information: I purchased a Coinbase account off of Stealthway, and he told me it would take "1 hour max" for it to be done so I proceeded with the deal, and sent him the $30. I contacted him a few hours later, and he told me it still wasn't done so I decided to wait longer even though he told me it would be "1 hour max". It has now been 2 days, and he told me he hasn't even started working on it so I would just like my refund since it seems he doesn't really care about doing the order and will take as long as he feels no matter what he apparently said it would take. He claims "it's complicated", but wont explain whats complicated so to me that just sounds like an excuse to keep delaying the order.
